"Pat" Carrillo

Elizardo Patrick "Pat" Carrillo passed away at home on January 26, 2025, at age 77. Born on March 17, 1947, in Tucson, Arizona. Pat was the only child of Elizardo "Challo" Robles Carrillo and Rachel Emily Rivera Carrillo and was a fourth-generation member of the Carrillo pioneer family and a lifelong Tucsonan. He attended Robison Elementary School, Mansfeld Junior High, and Tucson High School, which he lovingly referred to as "the Harvard of the Southwest." He graduated from the University of Arizona with a Bachelor of Science degree in Correctional Administration in 1970. A year later, on June 12, 1971, he wed the love of his life, Virginia "Gigi" Ann Francis Carrillo, to whom he was married for 53 years.
Pat was a 32-year veteran of the Pima County Juvenile Court and impacted the lives of countless young people. He began his career as a detention officer, then became a juvenile probation officer and supervisor for a region covering much of south and west Tucson. He was a founding member of the State Gang Task Force and a supervisor of the Safe Schools Program. As supervisor of the Juvenile Intensive Probation Program or JIPS, he implemented a groundbreaking initiative that focused on the highest level of supervision of juvenile offenders in all spheres of their lives; he even helped secure funding from the state legislature for the program which has been credited with helping thousands of young offenders turn their lives around. JIPS has since been duplicated by many other counties across the state.
Pat was also a sought-after and well-respected expert on gang violence and prevention. He made many media appearances and was a featured speaker at numerous workshops and seminars on gang culture and on decoding graffiti. After retiring from the Juvenile Court in 2002, Pat continued to impact young lives with his work at Sunnyside High School, serving as a liaison between the court and the school.
Known affectionately to many as "the coolest guy in Tucson," Pat had an infectious laugh, a razor-sharp wit and a wide circle of friends. He was an expert at trivia and possessed a limitless knowledge of sports as an avid fan of his alma mater the University of Arizona, the New York Yankees and the Dallas Cowboys. A proud and loving owner of numerous dog companions over the years, Pat also adored music of the 1960s, in particular, Motown. He also had a passion for running and exercise and competed in 10K and half marathon races.
Pat is survived by his beloved wife Gigi who said she hit the lottery when she met him in 1968 and with whom he enjoyed more than five decades of happiness and laughter. He is also survived by numerous cousins, nephews, nieces and in-laws.
